Like GSOTSO (or is it TSAPAO?), you seem to be unaware of how Washington works inside of the Beltway. No official should ever write and distribute anything within ther respective agency that they don't want to see printed in the Washington Post. All it takes is one unhappy or disgruntled employee, and poof, it's in the public domain.
