I don't know specifically, but I'd be cautious about Chase. If, as it seems, the T&Cs say 12/31, it might slip by and you may get the promo. But if not, I'd expect Chase to cite the 12/31 expiration and deny you.
In my experience, Chase seems to have arbitrary rules, which are applied in some cases, but in others not. Their CSRs are intelligent and seem as dumbfounded by the random enforcement of "policies" as I have been.
In it was up to me in your case, I wouldn't apply as it may well waste a hard pull (and time and effort). Too many fish in the sea-and new guppies arriving just about weekly.
