True, I've met some really hard-to-ignore Japanese children, including a little girl who was literally swinging from the luggage rack on a train and singing.

My point was that children being "loud" is not something that parents are helpless to change. There's a time to be loud and a time to be quiet, and everybody's life (including the parents') is more pleasant when the children know the difference.
