True enough. Brasil is one where the ATC is even directly operated by the Força Aérea Brasileira, iirc. Most countries don't do that, but in the US it's DOT / FAA.

Yes. Perhaps the OP is not a US ATCO. Outside US most providers are private corporations and the staff is not entitled for GOV rates.
