I can imagine the following scenario:

QF to AA: We have just raised our booking/change fees. We don't like the fact that your fees are so low.
AA: So?
QF: In the spirit of cooperation - especially with the codeshares we provide to you and the connections we support to your flights in NRT - we think your fees in Australia should be the same as ours.
AA: Will you please put that in writing?
QF: No and by the way we are changing the fare rules so that the discount fare sales have to be on our ticket stock.
AA: We've just raised the fees
