Hi there, thats a good question for the experts on this board as I assume you are not the only one in this situation. The Secure Data element does let you make changes, so I for one do not see a big issue. BTW, as an aside, if you use the US Passport Office's online PDF file to make your request, the process goes quickly for a renewal. I did it and sent it in just Priorty Mail and had all back in less than two weeks. The online application has a barcode so when they recieve your request they do not need to keypunch in your information, saving allot of time as on outside vendor does that. Be aware that PDF does not save, so print it out when filling it out..
