If you have a Costco membership and can get an exceptionally good rate without the second driver included, change your reservation. They will waive the second driver fee with proof of Costco membership. You'll still have to go to the counter to confirm that spouse2 has a valid DL and to sign the contract, but it could save you a little in the process.
