That's right.

... and there are many people who never were issued a birth certificate but are natural-born US citizens as a result of being born in the US.

... and there are some US citizens who never were issued a proper birth certificate and may neither have been born in the US nor born to US citizen parents abroad yet are US citizens because such persons were found abandoned in the US at a very young age and their origins could not be ascertained.
