On MUC-SFO you get more easily Z.
I think you're right. LH intentionally keeps SFO-FRA zeroed out in Z.

But this time I got FRA-SFO confirmed in 5-7 days. It was CCU-FRA that took nearly 2 weeks.

I think LH is trying (with little success) to get people to buy into higher business class fare buckets.
