You missed the part about the regulation applying to passengers travelling
to an airport located in the territory of a Member State to which the Treaty applies
abhilife2001 is right, it covers IST-MAN because that is a flight
to a EU country. That is the only part of the trip the regulation applies to since, as you say, TK is not a Community carrier.
