Ok, so I contacted the concierge at the Westin Villas. He confirmed that the scheme no longer allows guests at one property to use the pool at another.

It is possible to use the fitness facilities at either the Westin or the Sheraton...for a fee of $35 per day.

I may switch my reservation back to the Sheraton.
