FWIW, several AA ground staff have advised that "Premium" baggage service technically applies only to transcontinental and international flights that offer "Flagship" service.

It also seems possible if you are making a tight connection from say a non-Flagship to a Flagship flight, some of the "Premium" baggage may be put on to whatever container is the last to be loaded on the aircraft.
