Maybe we have it backward; Southwest responding to legacy carriers?

  • Is basically a free-flight (RDM-oriented) promotion, not EQM

UA would most-likely respond by protecting their fortresses where Southwest competes, with low fares, primarily Denver, LA & LAS. Fares to ORD will continue to be depressed. CO will protect Houston, AA will protect DFW.

But the legacies already have some pretty aggressive fares for those cities in place, so I suspect this is more Southwest responding to the legacy carriers, not the other way around.
