Cofyknsult said, the fact NSI is newer helps. Also, some money is sometime put into repairs/maintenance before presidents/top officials are flying in/out. Yaounde is the capital so sees these people more often than Douala.
Climate in Yaounde is more enjoyable than in Douala, traffic is less of a problem, and officials are perhaps a little less corrupt in Yaounde.
