I believe it was Trans States. From the Trans States link you provided.
"Personal Items
For travel on Trans States Airlines, you are allowed to carry on up to two personal items that do not exceed 45 linear inches. Passengers must be able to safely secure each piece in the overhead bin, under the seat stowage area, or in an approved location. "
The items involved were a large purse type bag and a small purse. Since the reference to store each item on-board shows Trans-States permits 2 personal items carried on board, the agent was 100% wrong. So are you.

Well, I for one don't do so, nor do any other employees on my flights, the rules are clear, if you don't agree with them, that doesn't change them. When flight attendants with their (3) piece of luggage are NRSA on my flight, the rollaboards always get checked by me. When you get pulled over for speeding, do you tell the police that your observation is that others were speeding, so it must be O K? If so, how does that line work with them?
If all behaved the way you do, I wouldn't have made the observation, but the times I have seen non-revs with > 2 carry-ons, again, makes the probability of $24,000 fines for such loading diminishingly small. I wasn't saying if carry-on>2 was right or wrong, I really don't care' I'm just secure knowing that if the FAA were indeed imposing these types of fines for this type of behavior, frequency of that behavior would be exceedingly small. Your specific behaviors or actions don't change the legitimacy of that logic.
As for your speeding ticket words, IANAL, but would suggest you look up equal treatment under the law. Does that argument work? Depends.
