Well then, you would need to start by contacting the health department in whatever city you arrived in (in the U.S.) for the flight you believe you got sick on.

I would have thought that reporting it to the Health department with jurisdiction over the airport where the food was loaded was your best bet. If the plane loaded fooded in New York City and flew to Heathrow you are better off contacting Health and Safety in NYC than in whatever county or district council controls Heathrow.
