Hmmm . . . not exactly. HA consistently has the best on-time ratings in the industry, mainly because of their interisland flight punctuality. They may push back five or ten minutes late, but I wouldn't count on much more.
Having said that, I still think the OP's partner shouldn't have a problem making this connection as long as he/she walks briskly and avoids the bus. HA has OLCI, and having a boarding pass already printed will save a little time, although there are kiosks in the Interisland Terminal if this is impossible. I do this a lot and have made it in under 25 minutes on several occasions.
