Not sure how you are reaching that conclusion, with the various promos that are always available I earn a minimum of 1 full RR credit on Hertz rentals and often 1.5 or 2.0 RR credits, at a value of $20 each full credit that's $20 to $40 in value taking RR credits, unless you have a very expnsive rental, that's pretty tough to beat taking #1 Club credits, which I'd value around a penny a piece.
Of course, there are some folks who place little to no value on RR credits, and that is a major part of that equation!
