I have seen others take them; I have taken them myself when sitting in C and deplaning behind others, and once when sitting in Y.
I think they are fair game - but with two caveats:
1. On QF, which I usually fly int'l with, the kits are only handed out to occupied seats; ie if it is left behind, someone has abandoned it.
2. I only take kits where the plastic wrapping has been taken off: ie it would have to be discarded otherwise.
Does that sound like something you would still get angry about?
