Yes, it's Canadian legislation that allows sales for origins cheaper than Canada to be sold in Canada at the cheaper price.
That is why the higher price rule cannot be applied there.
Despite my reservations with the current government in office, every once in a while politicians pass a piece of legislation with real value to us Canadian citizens...wish I knew which one to thank for this legislation.
