The imposition of the ban relates to failings of the CAAP to effectively enforce relevant protocols. It is not a reflection on the safety standards or culture of the individual airlines.
The EU carried out its inspection in November 2009, only announcing the ban in the past few days. Since the initial inspection the CAAP has gained a new Head, and an additional 47 staff have been employed to conduct inspections.
The EU team are due to visit in May to review progress, and according to comments attributed to Josen Perez de Tagle, PAL assistant vice-president, government affairs, “ EU officials said PAL could be exempted from the ban if it passed the audit. An EU team of inspectors is due in the Philippines around May. "They said not to worry and that we would get our day in court,"
There have been absolutely no suggestions that Philippine Airlines (PAL), Cebu Pacific or any of the other carriers are unsafe or non-compliant with International standards. The action has been taken because the relevant supervisory authority has failed to demonstrate compliance in carrying out the required inspections and supervision of protocols and standards.
You seem to persist in arguing that Philippines Airlines are at fault, have to take ‘responsibility’ and are likely to face a long term ban, and offer nothing to support your view. Google ‘ Philippine Airlines EU ban’ and you will find numerous newspaper reports, each of which accurately report the failing of the CAAP and in many instances those reports make clear that the airlines themselves are not at fault “The EU said it was aware that Philippine Airlines (PAL) and Cebu Pacific were working to maintain high operating standards but preferred to “follow the principle of precaution” with regard to Philippine aviation conditions.(
