You might want to contact Amtrak's food service or customer service department directly to make sure your suggestions on Kosher for Passover meals get acted upon. I'm assuming Amtrak uses outside catering for requested Kosher food service on its' trains, so this problem should be relatively easy to fix. Sounds like including the chametz rolls in the box was an inadvertent transgression, and they really were trying their best to please one of their passengers.
