Actually... 95% of the time I took 2 on. It's a bit dependent upon station and staff. But my handbag would fit into my backpack, and I always told them at check-in I would do this, and rarely did. Only was asked to do it twice in about 50 flights at boarding. I could also sneak my handbag through at knee level as well. And since i kept my handbag at my feet and put my rucksack into the overhead, wasn't a huge deal on board.
Just be prepared that if it doesn't fit into your other bag, there may be bad consequences.
