The article you linked states clearly that "The European Union prohibited all airlines based in the Philippines and Sudan from flying in the bloc under the latest changes to a list of unsafe carriers".

I couldn't find an airline online called Cehu (Did you mean Cebu Pacific? If so, then they are on the list!)
