Jay, besides the bags in the thread I recommended, I can only give you the very strong recommendation of trying out some of the packing techniques for suits that I mention in the packing sticky.
Basically you don't need a sleeve. You can put the suit right in the Tarmac22. You just have to use the folding technique that works best. In your case, I'd try the video technique first, then the technique to which I put step-by-step photos on OBOW.

I'm totally serious when I tell you that these technique work as well as a sleeve while saving money, space and weight.
I have a Travelpro Plat5 with a really good garment sleeve. I hardly ever, if at all, use the thing.
Also, how tall are you? Most of these garment sleeves are almost 50" long. How long are your suit jackets to hang out 8"? If you insist on a sleeve, forgo the hanger. Just put the suit in the sleeve, shoulders all the way up, cross the arms in front of the chest. Then zip up the sleeve and fold it. The suit won't move.
