All of that is covered by Damage Waiver. What the OP is asking about is Supplemental Liability Protection which covers damage to other vehicles/property. However, as each state gives you a minimum of $10-30,000 in Liability Protection, you'd have to "hit a fuel truck or a Ferrari to need it" as I used to say when I worked there.
This is what I found, (at least in VA). It looks like Enterprise basic liability coverage has me covered for the damage to the other vehicle.
CMK10, can you confirm that all states require rental cars to provide this basic coverage?
As for the damage to the rental car, Enterprise seems to be rather slow. I called them a couple times asking for them to send me an invoice for the repair and haven't gotten it yet and I returned the car almost a month ago.
