Because there are two different lists. One list is the "you ain't gonna fly, never, no-how" list. The other list is the "we're always gonna secondary you because you're on Double Secret Probation" list.
Of course, there's no way to know whether the OP is actually on either list, or just has a name which coincides with someone on the list (depending on how the names are being rendered in the different computerized systems). I suspect, given the information reported, that it's the latter situation.
