What I was asking for a award ticket involving AC with or without US/CO - can one fly (with the above itinerary) from Washington DC to Toronto, via Ottawa (as a transit point, not as a stopover).

The answer is no, for an award ticket, with the above itinerary. However, there is nothing to stop someone from buying a revenue ticket, from DCA/IAD to YYZ, via YOW.
