Even though in Oz, Stop sign does require you to do a complete stop, I don't see that many people do it properly. Even I don't do it by the textbook.
In US, it is policed very strongly.
I remembered in year 2003, when driving at I-90 at middle of nowhere in South Dakota at night, I went off ramp to a very dark intersection which I didn't realized that there was a Stop sign. I turn right, and then somehow there was a police car waiting in the dark and pulled me over. He said that I did not wait for 3 seconds or more (I think I did like 1 to 2 secs, given there were no car around at all). Sometimes I wondered if these police have anything to do!
Luckily I showed him my NSW driving license so was not docked points, just a warning. In fact, my friends and I were looking for a place to stay overnight, as somehow all the hotels in western South Dakota were full because of some competition gathering etc (would you believe it?!) so he actually shown me a place ......
It was my first ever police pullover (and the only one), turned out to be a blessing in disguise.
