actually, you're confusing the 14 with the 314. the 14 runs every day and is is always an air-con double decker, but the 314 that runs Sundays and PHs from Siu Sai Wan to Stanley is a single decker.
When I was there on a random weekday, I saw a single decker 14 (may be they sub in because some other got broken?) well just wait for the next one if you get a single decker by ordering a coffee at the Pacific Coffee nearby I guess?

I think the minibus on the way to Stanley is not that bad as it simply can't go speeding most of its way. The major difference is that for green minibus they are normally "salary-man", unlike the red one that earn for their own, hence, more deadly.
And also some of the oldish Citybus have faulty air-con ... I prefer mini-bus over a faulty air-con bus at any given day
