Why Cant AC leave an empty seat in Y for SEs?

It has been 10 years since AC digested Canadian Airlines. Canadian was always able to book an empty Y seat next to top tier members unless flight was sold out. They tried their very best to do this.

AC cannot do this, and frankly makes absolutely no attempt to do this, which peeves me to no end as a long standing SE.

I cannot tell you the number of times I have got on half empty flights only to find that others are given this privilege and not me. It happened again today for me on another RJ and three times last week. Time to more beyond the lottery and to give greater consideration for top tier members.

If the software existed 10 yrs ago in a company bought by AC, why the heck can't they do it today?
