I don't think they are "fraudulent", per se, as long as they are disclosed. If they are disclosed, the consumer can stay elsewhere (and I have).
Therein lies the problem: the
entire purpose of a mandatory resort fee is to conceal it as long as possible to support the objective of deception.
Whether the purpose is tax evasion, cheating travel agents, or ripping off end consumers, the whole point is to not disclose the fee upfront, doing so minimally in some cases and not at all in most.
