pj2, you are right in that this does not warrant a blanket generalisation. The headline was simply written to elicit a response. This is the worst vehicle I have rented from Hertz - although I have noticed the standard of vehicle drop off here in Australia.
I will let you know when Hertz Aus respond as to how they handle the situation. When I reported it to the counter staff, they apologised, and gave me 2-free days rental coupons. I'm not expecting a refund, I'm expecting they address their maintenance issues.

They have rectified the issue with you
They will give you a standard "we inspect all cars blah blah blah"
Sound likes someone that had the car prior to you had a bit of "fun with it
For those reading from overseas the car is a V6 Rear Rear Drive Large Family type vehicle.
