When weather hits ORD, they often tell inbound flights to stay at their origin airports for up to 2 hours. Inbound overseas international flights are not affected because they are already in the air. So they will arrive on-time, allowing the outbound overseas international flights using those planes to depart on-time. However, the inbound domestic flights carrying passengers connecting to those outbound overseas international flights will arrive up to 2 hours late, leaving a lot of passengers misconnected.
