I just saw these at Sam's... peersteve, I think your guess is right that this is a cheaply built model for discount stores. The attached documentation is silent as to what kind of fabric was used, so I don't think it's ballistic nylon. And part of the bag is put together with rivets rather than screws (the handle assembly appears to be attached with screws, though). The warranty is the standard warranty for low-end Travelpro products, so airline damage isn't covered.
I googled "Travelpro Runway" and found that this name was used for an earlier collection targeted at female business travelers. Whatever they are selling at Sam's Club appears to be a completely different (and lower quality) product than what was made for that collection.
Is it a good deal? Well, it's still cheaper than other low-end Travelpro rollaboards. If you want a name brand for a low price and don't care about the warranty or quality, it might be a good deal. The store I visited had 2 colors, black & navy blue. The blue is quite nice, actually, if this is the kind of bag you're looking for.
