Programs: American and Southwest. Hilton, Marriott, IHG - whichever is rated well and cheapest

I believe that the only place WN is doing fares cheaper than $49 is where they are competing with someone else, such as intra-California. I doubt you will get cheaper than $49 out of MDW.
