I don't travel regularly to Europe, but I have seen this before. It may change tomorrow, it's a tricky thing. Do you usually book the travel only a month in advance? That seems a bit close, perhaps the NC availability was there earlier.

It's quite possible UA has changed or modified their policy, but typically I see more NC farther out than 4-5 weeks.
