The GA's behavior is inexplicable.
I was CO Plat for 3 or 4 years (dropped to Gold this year), and I've carried that old bag with me without incident on a couple hundred flights. On CO and on many other airlines. Usually, I don't check any luggage and that bag holds everything I take.
It's just not acceptable for a GA to enforce some idiosyncratic idea of what she thinks is appropriate carry-on size.
The explanation for this behavior that I keep coming back to is that the GA must be getting some incentive to do this.
The only comment that possibly makes sense is the expansion zipper, which I don't use; but my wife might have. Will have to ask her.
Also, by the way, I've never noticed any particular overcrowding issue with carry-ons out of Bogotá. There's not a lot room left over; but that seems to be the case with almost every flight anywhere.
We are just saying that if it fits the rule, then you should be able to carry it on. If it does not fit the rules, then it shouldn't. The rule enforcing that has been happening is lax, so we would be ok if they actually enforce them to the law at hand.
