I had luck with this in January.

Booked for NLK. Plane used is A320 but economy only offered. Seating plan showed space+ in economy as well as the normal Business section. But the latter was all shown as unavailable. Kept checking, then a couple of days prior it changed to showing 7 available in that section. Jumped in and changed my seating and we travelled in Business seats at low economy prices.
