I've transferred from OZ to CA in PEK's T3 and it was a piece of cake.
If your relative is traveling from ICN and transferring to the CO flight
then I would I assume this is a morning flight out of ICN, right?
PEK T3's international wing is relatively empty during the morning hours
and it should take less than 30 mins to complete the transfer.
Just follow the "Transfer" signage, (or a rep from CA may be waiting outside
the gate, holding EWR sign) show them the ticket, get the boarding pass,
clear through the passport control, go down one stairs, get your bags
x-rayed one more time and you are on the departure hall.
Language should not be a problem. I don't think I spoke a word during my
transfer experience there.
