I haven't had to transfer internationally in T3. There is a page on the BCIA site that lists "information" for transferring from an international flight to a international flight. http://en.bcia.com.cn/ecoguide/i2i.shtml
Let me know if you are able to glean any info from that page.

But keep in mind that it is China and therefor nothing is easy.
