An H-UP fare IS an A fare, and will not avoid controversy in the event of IROPS.
Gotcha, KVS does make it easy to see fare bucket availability.
I just did a "mock" booking with H-fares, however, and when I got to seat selection, it did not let me choose anything in first class...only economy seating.
All H fares are not H-UP fares (in fact, very few are).
