LAN is having a promotion right now (valid to redeem until March 31st) and all domestic flights in Peru start at 12,000 or 13,000 kms (round trip) instead of at 18,000 kms.
Question 1: The only tax applied to paid domestic tickets at LAN.com is the sales tax. There is no sales tax for award tickets. You have to pay the domestic departure fee in cash (US dollars or soles) at the airport (right now this is $6.82 at LIM and usually lower at the other airports).
Question 2: I don't have status on LAN but I tried to fly stand-by from Arequipa (in February) and they told me that it depends on the ticket's fare restrictions. The discounted award tickets have a no changes whatsoever-no returns policy. Maybe they will bend the rules but I wouldn't count on it.

Was the 487 fare on the LAN Peru site or on LAN's US site? LAN's Peru site has 4 economy fare classes available (Base, Base Plus, Flexible, Full Flexible) and only the Base fare is Residents only. LAN's US site will only show you the Flexible and Full Flexible fares, ignoring that the Base Plus Fare exists and has no residency restrictions.
