Truck drivers need a nationwide "commercial driver's license" to operate in the USA. IMHO, there is a difference between a right and a privilege. Which one is it to fly in an airplane? Which one is it to own a handgun? And is it a right to do either without to do either without the government knowing about it?

These are all terribly difficult philosophical questions.
