Has there been a decision on an official standard going forward and if so when will it be implemented?

It's just bizarre. Same thing goes for the giving the passengers the full soda can alongside the glass (NWA style) versus just filling the glass (DL style).
Here is a the international service

BusinessElite Service Delivery Harmonization - April 1

Harmonized service delivery procedures will be introduced on Transoceanic BusinessElite flights April 1. These procedural changes will not apply to Interport and BE Transcon flights at this time.

The harmonized BusinessElite service features, among other things, hand-delivered appetizer, salad and main courses and an elegant fruit, cheese and dessert service offered from a three-tier cart. As previously communicated, staffing levels on the A330 and 747-400 will also be augmented (based on passenger loads) effective April 1 to support the new service and to align BE flight attendant staffing ratios across the international fleet.

International Economy Service Delivery Harmonization - April 1 and May 1

Harmonized service delivery procedures in the International Economy cabin will combine some of the most popular and efficient procedures from both PMDL and PMNW to drive increased customer satisfaction and ease of delivery by flight crews. Testing of the new procedures has just recently concluded, and features of the new service include:

· Larger meal trays
· Introduction of select beverage service on top of the meal cart

Due to the galley complexities and necessary revisions to provisioning, harmonized International Economy service delivery procedures will be introduced in two phases: April 1 on the 75E, 767 and 777; and May 1 on the 75A, 75J, A330 and 747.

North American First Class and Economy Service Harmonization - May 1

There are currently service delivery differences between pre-merger Delta and Northwest in the North American First Class and Economy cabins, including:

· Differences in service delivery (hand vs. cart) in First Class
· Differences in cart type in YC
· Differences in service flow in YC

Similar to BusinessElite and international YC service harmonization, a working team of flight attendants and members of the OnBoard Services team have been conducting analyses and test flights to determine standardized service delivery procedures that can be efficiently performed across the entire fleet of domestic aircraft beginning May 1.
