I don't think there are any chain hotels at all in Madagascar. If there were, they would inevitably be considerably more than your price range. I found the Bradt guide to be a reliable source of hotel ratings there.
As for electricity, it wasn't a problem in Tana. There were nightly power outages in Antsirabe, however. Those were generally of short duration. The power outages in Belo sur Tsiribihina were of longer duration and it is more like there were power on-ages there. (Not my favorite place ever and the Hotel du Menabe there qualifies as one of the worst places I have ever stayed in my life.)
If you want to do the Avenue des Baobabs, I suggest Chez Maggie in Morombe as the most reliable hotel. They can set up tours and have a good restaurant too. (I did not stay there, but I should have.)
The more resorty places (at least on the west coast) typically have generators, which they use in the evening. They may turn them off very late at night however.
