You are 100% incorrect. The rules of the first carrier (where you will be checking the bag) are the rules for baggage purposes.

For example, MSP-LAX-MRY ticketed on DL with an American Eagle codeshare LAX-MRY will have no bag fee Provided the passenger is a medallion because DL extends bag fee waivers to their elites, however on the return there will be a bag fee assessed as AA does not grant bag fee waivers to DL elites.

In the case of the OP it does appear that AS has a baggage fee waiver I. Place for those connecting to DL international flights, but it is an AS policy, as they are the operating (first) carrier with whom you are checking the bag.

OP, I would suggest printing that page and taking it with you as this seems like a thing the ticket agents may not be familiar with and try to assess there'd anyway.
