LGA is the hell hole of aviation. Expect your inbound or outbound flight to be cancelled or at least severely delayed and when you are onboard for departure that it will be as long on taxi as in the air back to YYZ.
LGA has always been busy, but about a year ago the US congress decided that RJ's did not need slot controls and therefore anyone could add a flight at any time if it was a "regional" aircraft. When the FAA national command centre starts issuing it's own slot times on day of flight that incur delays up around 600 minutes, the airlines start cancelling.
