There are many specific differences between the states in some of the road rules. Consider U-turns:
Victoria
U-turns are permitted at intersections with lights unless there is a ‘no U-turn’ sign.
Western Australia
U-Turns are not permitted at traffic lights unless there is a displayed 'U-turn permitted' sign
Hardly the same thing.
