I don't think Delta would need to be heavy-handed. The cycle of immediate charges to a credit card for new purchases, and waiting a few days for a credit, multiplied by ten or fifteen days, will discourage all but the most aggressive (or obdurate) user. If that doesn't do it, I expect one's credit card issuer would come to regard this pattern as a problem.
